Collective defense alliances are strategic partnerships where nations commit to support each other militarily in the event of war. They are based on the principle that an attack against one member, in any form, must be considered as an attack against all members and therefore triggers a joint response. Alliances can be permanent and institutionalized as international organizations with formal organs, structures and capabilities (eg NATO) or ad hoc and temporary (eg ententes, coalitions), established as short-term arrangements in response to a specific security threat and disbanded when the threat has been overcome or the purpose of the alliance is served.
In the face of Russia’s aggression in Ukraine and growing global competition, Allies are strengthening their deterrence and defence posture. This includes boosting military readiness, enhancing the Alliance’s forward presence and strengthening its defence industrial base and innovation capacity. Allied leaders are also increasing defence spending and pursuing a more flexible force structure that improves the ability of the Alliance to adapt at short notice.
Defence Alliance accelerates commercialization for technology products and services from companies in the Upper Midwest. The program promotes economic development and regional growth through the support of high-growth technology businesses in ND, SD, MN and WI. The Alliance works to strengthen the national technology base, boosts the vibrancy of the regional economy and increases the availability of capital for entrepreneurs. It also supports the defence industry, especially small businesses in rural areas. These companies have the potential to bring significant benefits to the national economy and help maintain America’s technological edge.
